VMs: gallows with 1 or 2 legs

I often have an impression, the writer just likes to keep the "second leg" of a
gallows off-ground, whenever these letters have enough place for some dancing
steps (first lines at every page or paragraph etc).

What do you think, could a gallows with 2 or 1 legs on the ground be the same
glyph? Somehow I think, this kind of statistics is available somewhere.
