VMs: Where do they get the "Letters" from?



Where do the standard "Letter" translations for vms come from?
 
For instance, how did someone arrive at the gallows being a "t" and the 9 being a y, etc.
 
Just curious as some of the characters appear familiar from some French documents I have been translating but they relate to other letters.  For instance, the 8 was often used in French to replace the "oui" sound (French 8 = huit, so this made sense).  The "k" gallows appears but is "double l" and the "t" gallows is "g".  etc. 
 
I am not implying that the document is French by any means, but it does seem to look a lot like old Italian, with French characteristics (moreso from the time that the French churches left Latin behind and started writing in French - so the n and m look a lot like what you call ii and iin).
