They were assigned based on what they look like and when put together whether
they produce something pronounceable. This is not related to what the letters
may be, but to facilitate the transcription.

As you may probably know, many of the vms characters are found in Latin and
Italian abbreviations (as discussed very recently, see Cappelli's dictionary
for a festival of weird characters).
