It's all in the archives.
t, y, etc. are EVA. EVA is "pronunceable Frogguy", "Frogguy" is another
transliteration system, which manages to _look_ like the VMS letters.
For instance, EVA daiin is Frogguy 8aiiv, EVA eedy is Frogguy cc89.
There is almost a one-to-one correspondance, except for the gallows.
A gallows is represented in EVA by a single letter; in Frogguy it is
represented by _two_ letters. The first is the left half of the
gallows, the second the right half. So that, for instance, qp is
_one_ gallows, likewise lp, lj, and qj (guess which).
So, before EVA was invented, the sign that looks like 9 was transliterated
as 9, the "t" gallows as qp, etc.
