I think you're right overall. The reason I was interested by the possible
text-first instances is that they come in the opening sections of the
manuscript, which would be consistent with the VMS producer experimenting with
different methods of production. Similarly, it's been claimed that the artistic
quality of the manuscript improves noticeably throughout the manuscript,
suggesting:
(a) that it was created by someone relatively inexperienced in such work, and
(b) that it was created pretty much linearly, starting on the first page and
working through to the last page

Unfortunately, even if this observation is correct, it isn't much use in
narrowing down the problem space by excluding reasonable possibilities...
