I checked it. The result was:
Voyniches: 1952 out of 5817 words are anagrams of any other word (33.5%)
English: 4328 out of 45427 words are anagrams of any other word (9.5%)
(using /usr/share/dict/linux.words)

The hypothesis seems to be rejected:-)
Note that this calculation is based on EVA. If any other orthography
(for example, Currier) were used, the result would change much.
Here is a list of words that have many anagrams:
