I would bet my bottom dollar bill one of the 2 letter words means "and".
There is a question. There are methods to determine likely vowels, is there a systematic method for trying to narrow down possible words that mean common things such as "and", "the", etc? While "the" does not appear in all languages, one would think "and" would be extremely popular in most texts.
There are letter frequency counts. Is there such a thing as a studt of word frequency counts?

This reply is meant to be mentally ~inspirational~, so please don't
take me wrong, but when one *SeEs* the folding technique, one would
also SEE how quickly IT can become extemely convoluted _if_ you lose
your place on your/one's key page.
I'm aware of the "THE" in english language. Until ES, my biggest dip
into cryptology was in the Sunday Newspapers (~funny/comics~) section,
where we still have a section called "Celebrity Cyphers". Rescrambled
famous quotes from the past. Any 3 letter word was supect of "being
"THE"", And, if it appear(s) as an end letter in 2 or more other
words, you could nail the "THE" & fill in the other "E's" and almost
have it always done in INK!
Your "AND" suggestion is even BETTER (especially in a recipe or
formula section), as, "AND" add 1/2 this or "AND" keep cooking etc..
However, until one *SeEs* the folding & flipping of the KEY - you then
relize you can have at least 4 different characters. (if not MORE! see
8). In just 2 letters.
that is a "2 letter" "AND" can be:
(random english)
OT
Ax
ZB or
cR etc...
(above NOT Voynich - just english example, as all can equal "AND")

And, not forgeting the single "&" (english?) sign, It TOO could be
embedded with numerals to a position on the KEY. (Rotate as above).
A 1 letter "&" can also be _2 characters_ (IF it's a pointer to a
different KEY).
!!!! (example would be (just a single C) leading "c_gallows") the c
then holds position (TTT Folding) or area on a _different KEYpage_. IF
your (pointer) key was in a lower left of a key page, you change to
OTHER keyPAGE and REMAIN in the lower left of the key paper.. hence in
this case, 2 glyphs = 1 letter. !!!!
It works the _other way too_ 5 character/glyphs can become 6 total
with the insertion of a "plain" gallows mid word or at the ending etc.

I suspect(?) there are no more than 8! (possible TTT(9)) TOTAL KEYS to
have to consider and throw at it. (so crackable)!
While 'each/&/every' character can be mirrored to another, (@ scribes
whim to convolude it [*4] ), there IS a 'ryhme/&/reason'!
THE VMS _decoding KEY_ DOESN'T CHANGE! (per ES) luckily for us :-)

3 letter (english) word "AND" can be 4 character/glyphs
( leading Gallows + "and" )

IF Gallows is at ENDing of word, then we have FIRST character nailed
to decode on that (next) gallows keypage! ("IT" remains static!)
[3] MID word gallows - should be considered very Important or suspect
as they are intentionally convoluded by scribe.

There is a 'ryhme/&/reason' to the Code (IT ~must~ follow that).
