The textual representation below was inspired by a look at Phil Neal's site.
The individual 'words' of the transliterated text are written in columns
down the page. Starting with the first word at the left and working across
in columns. One word occupies one column. All characters are positioned to
the row associated with that letter, glyph or whatever is being used. This
will reposition these characters in a different order to which they actually
appear in the text. This suggests a cylindrical form of notation where the
glyphs appear on a cylinder of some sort in rows or maybe staggered
diagonally. They are then rotated round against the manuscript as suggested
by Claus Anders. (see below) Some other more devious manner may have been
employed to muddy the waters, who knows?
Double letters have not been indicated in any special way and are simply
marked once. I considered rows of capitals to indicate identical character
pairs but decided that more of the text needed to be produced in this manner
before deciding on any specific modifications. As a cylindrical arrangement
could pair double glyphs with different plaintext letters, depending upon
the the rotationt of the 'barrel' or 'cylinder', this seems reasonable to
me. I also will try to produce such a chart with the actual glyphs, but I
will need some type of font to use in a word processor. BTW I did not use a
program to produce these and did them by hand as I feel programs can
sometimes be a straight jacket and can consume more time writing than the
problem warrants. Also bugs can give misleading results.
One thing I did notice when the text was arranged in this way was as I said
earlier, the distinct horizontal lines made by some letters (or glyphs).
Letter patterns down the text seem to generally skew left to right as they
descend. However this is too small a selection of text to make assumptions
about. To see these features the text should be displayed in a fixed pitch
font.
The c H c combination (where H is the gallows) looks like the representation
of a scroll being wrapped around such a cylindrical shape. Does anyone else
agree?

side issue.
Below the included 'chart' for want of a better word I have displayed the
text with spaces removed to give a better impression of the horizontal bar
effect. Again it is best viewed in a fixed pitch font.
Whether this is the answer or not I intend to pursue it further as it may
just be the spark that generates a better idea. If anyone is interested in
seeing where this goes then please let me know.
Again apologies to all that I may have confused. I often make too many
assumptions about what people will automatically understand. That's just the
way I am.
