The "Pal." in Cod. Pal. germ. means Palatinus, 
and refers to an area in Germany called Pfalz.
This includes Heidelberg. 
Some time in the past, in an act which is at best
a mixture of 'conservation' and 'theft', a major
part of the library of Heidelberg was transferred
to the Vatican. Mss in this collection are referred
to as Cod. Pal. Lat. (if they are in Latin)
and presumable Cod.Pal.germ. if they are in
German. 
That last bit is an extrapolation by me. I could
be wrong but I guess that the book in question is
in the Vatican.
