"Letter values" CAN be assigned in the KEY per any page. (always watch
your starting (character) point!) I fear I have have lost ~most of
you~ with my lack of formal training in either linguistics or
codify'ing (sigh- sorry:-(

This Code *IS* 1/2'd, not another language, but IT'S ~mirror~.
(Folded vellum (org.)master key or its = TTT spacing/placements!)

With this type 'set-up' any "substitution" character can have 8 or
more letters that it "assign(s)" itself to (per VMS character)!! 

~Simply~ start with the first gallows character, that character
devoluges ~which~ 1 of 8 keys you would use, then follow the path from
there, UNTIL you are encountering a NEW ~gallows~ character... that is
what I referred to as a *Hike-Shift* gallows (2+ yrs ago)...
 
english example "A" can be "ABCDEFGH"
                "B" can be "BCDEFGHI" 

Every (next) gallows ~ChAnGeS~ its positioning (example above)
*IF* its a C_gallows_C gallows character then MIRROR (or Flip your
Key!> "decoding new substitutions" until you read (encounter) another
gallow.

Simple / but!,

It is NOT a straight "substitution" but a ON GOING _FLOWING_ 
substitution of characters. THUS its enigmatic characteristics.

ps Nick Pelling took to heart my answer of "cut slice back 2" earlier,
Nick, It is not so much cut as it meant "backup" when one is on the
same TTT_BOARD (area).. GC saw the "OTHER HALF" as Jeff is seeing in
ways I don't know how, but BOTH have it surrounded i feel now.

Not only is this type code "reusable" but it can be jumped into at the
start of a page or paragraph (starting with a gallows). :-)
