No. An i-stroke is always followed by an i-stroke,
a c-stroke (EVA e) by a c-stroke. <d>, starting with
c-stroke can only be preceded by <e> or a letter

It can be. And it can also be a sign of glossolalia.

I'd also say that it is a sign that this is probably 
not a polyalphabetic cipher.

	NOT NECESSARILY. WHAT IF THOSE I-STROKES BREAK
FROM THE NORMAL POLYALPHABETIC CIPHER TO ADD COMMON
SYLLABIC ENDINGS LIKE US/UM/IS/IM DRAWN FROM A SECOND
CHART?  I suppose that doesn't have to be 'endings' - just
a set of common syllables, so you could drop them into
the middle of words on occasion.
