Agreed on both counts!
Am I missing something?  Isn't the 9th quire signature at the beginning of the quire as opposed to the end?  Also, since it is not on the binding edge, it differs from the rest.  Is this due to the Rosetta foldout?  I assume this is an element of the quire order debate.
