Uhm... not necessarily so. Although I agree that it's very improbable and impracticable, it still isn't _impossible_ that you need the correct page order to decipher the manuscript.


The algorithm could have been for example:

1. plaintext letter, page 1 -> 1. ciphertext letter, page 1

2. plaintext letter, page 1 -> 1. ciphertext letter, page 2

3. plaintext letter, page 1 -> 1. ciphertext letter, page 3

and so on. Messing up the pages would in such a case (or in any other long-range transposition cipher) completely throw you off.
