I'm with you here, but of course if the person(s)
who wrote the VMs used a lossy scheme, we are
stuck and have to allow some latitude.

In such a case, though, the resulting plain text
should really be plain text, and not something
odd or 'cryptic' that requires further 
interpretatation. I don't know about John's 
plain text, but certainly those of Levitov 
and Strong require this additional  'explanatory' 
step.
