I think Indo-Europeanists mostly agree that *kw > p is independent in
Celtic and in the Latin group.  It also occurs in Greek.  It's a pretty
common change world wide, actually.

I wonder if the Aschaff- isn't essentially a Celtic placename borrowed by
later German speakers in the area.
