The existance of those characters is difficult to explain in any proposed 
ciphering scheme.

Actually, I can quite well imagine the author of the VM, pushing his Fincher 
window around and seeing a truncated character on the edge, and saying to 
himself: "What the... I'll use it. That'll spice things up."
