Using the method of encoding, I presented as an example while discussing your turning wheels, in my view there is a very simple explanation possible.

Suppose that indeed the VMs was encoded as follows:
Split the text in groups of three letters. This line becomes:
Spl itt het ext ing rou pso fth ree let ter s.

To encode "Spl" turn the outer wheel "S" (19) positions, the middle one "p" (16) positions and the inner wheel "l" (12) positions. Read and behold it says e.g.: ch-t-aiin. Proceed with all triplets to produce the code.

Now on to translate the examples you gave:
(make sure to use a fixed font)

First line:
voynich repetitive text

Second line:
one character for each supposed position on the wheels.
dal, s, kam, etc include empty slots.
I have assumed here they come about by occasionally using doublets or singles in stead of triplets. Alternatively the empty slots could (even better) be a wheel entry.


Third line:
an  attempted translation by simple letter substitution.


You are wondering this can occur in a language at all? Be in for a surprise.... it is Dutch!


line 1: ... ze kochten een tamtam, de tamtam die ...
line 2: ... ze overnachtten in tenten in ijskoude omstandigheden ...

line 1: ... they bought a tamtam, the tamtam that ...
line 2: ... they spent the night in tents in ice cold circumstances ...

Ofcourse this is no serious attempt at translation, it is only to demonstrate that the repetitive character of Voynichese can come about through many different causes, even in itself not repetitive at all. No Dutchman would see anything peculiar in line 2, until "translated" into Voynichese.

Another explanation has been given before. Some languages e.g. form the plural simply by doubling the words. Similarly, for what ever reason, doubling might be an aspect of the VMs's language.
