Just use my friends trick of adding a set pattern in front of vowels.
So that "That's what made it seem compelling to me".
Becomes...
"tharpat's wharpat marpadarpe arpit sarpearpem carpomparpellarping tarpo
marpe".
If each vowel and particular consonants had fixed prefixes then you get the
required repetition.
Also word boundaries could be shortened by breaking after the selected
vowels or consonants. If say four tables of prefixes were used on a rolling
basis the prefixes would alter as each new table was selected.
