The author of the book which claims to have been decyphered the 
writing believes the written  was vulgar-latin and the  script Dacian.
Everything happens in a mythical country reigned by someone called Vlad,
the only cities of this country are Ineul, Aradul, Olbia si Dridu, 
also Nistrul, Tisa, and then  Raraul. The most frequent are  Raraul, 
Ineul and Dridu. There are no rules for transliteration just  a vulgar 
latin-romanian dictionary.Some examples of translation:
Ater iris imiuoi nectani =  threatening rainbow thrust to kill 
Er sibid irarau rar rad tisa = go to Rarau but mostly "rade" to Tisa
ikter eua = yellow people yell
liviso ala iucet iustis = the cavalry beats justly the yellow ones.

This a partial translation of the article written by Dan Ungureanu. I 
don't have yet any personal opinion, I need to listen also to the 
other side (read the book).

Just a  couple of excerpts:

the mini format suggests that this was a kind of personal notebook or 
journal which was carried all the time by the author... which may have 
been a monk...and this CODEX is a proof of  a secret mission, experiences,
dreams(revelations) or something which was in  contradiction with
the existing canons and it may have been jeopardized his life.

The content is a description of the picture, for example
for 3(167): Someone with wings(a man, an angel, a god) prays to the sun
(which is humanized) for a sick or a dead man
for 4(170): 
One of the most mysterious miniatures is found right on this page.
A man ( he seems to be the hero of the story/document)(judging after his
hat) waits  with a cup (shaped as a heart) in front of a Moldavian
Monastery. As the the door of the Orthodox Monsteries are oriented to 
the sunset, we can judge the direction of the actions (?) of this man 
(which sometimes is Angel) and the way the document must be read, 
correctly. This miniature also suggest that the date when CR was written 
is the same as the date suggested by the paper on which was written
(dating the watermark) ie years 1530-40, probably in the same period of 
time as the Petru Rares reign(former king of Moldavia) and not on the 
Vlad reign.
