	There was a Cryptologia article that applied the
Sukhotin algorithm 
to a variety of languages.  I don't recall whether
Semitic ones were included or 
not, but such a consonant-rich and non-Indo-European a
language as Georgian was, 
and the results were pretty good.  No problem there.  

	ISTR that the Sukhotin algorithm was in fact tried on
Hebrew and the 
result was about what you'd expect, that yod, waw,
aleph, etc. were vowels.
